Background: The System and Functional Safety Subcommittee SC10, under the National Standardization Technical Committee for Industrial Process Measurement and Control (SAC/TC124), actively establishes China’s own functional safety technical standard system, promotes the further implementation of functional safety/SIS related technologies in the process industry, and improves the level of safety control in the process industry. After sorting out, we have compiled the 14 recently released functional safety related standards as follows. Please refer to them.
01/GB/T 41394-2022 Functional safety requirements for anti overflow systems of storage tanks for explosive hazardous chemicals
This standard proposes safety related requirements and technical methods for the full life cycle safety management, risk assessment, safety requirement allocation, design, installation, trial operation, evaluation, acceptance, maintenance, and shutdown activities of anti overflow systems for explosive hazardous chemical storage tanks. Guide and standardize the functional safety activities of fixed petroleum and other hazardous chemical liquid storage tanks for anti overflow systems throughout their entire lifecycle in the field of petroleum and hazardous chemicals.
02/GB/T 41261-2022 Process Industry Alarm System Management
This standard is applicable to various fields in the process industry and specifies the general principles and processes for lifecycle management of alarm systems (including development, design, installation, and maintenance). It also puts forward requirements for alarm management of basic process control systems (BPCS), safety instrumentation systems (SIS), fire and gas monitoring systems (FGS), and emergency response management systems (EMS).
03/GB/T 41253-2022 Process Industry Safety Monitoring System Effectiveness Evaluation Specification
This standard is applicable to the design, operation, and consulting units of process industries such as petroleum, natural gas, and petrochemicals to evaluate the effectiveness of safety monitoring systems. It can be used in conjunction with GB/T 39173-2020 “Methods for Evaluating the Effectiveness of Safety Monitoring in Intelligent Factories”.
04/GB/T 41254-2022 Functional Safety Assessment Methods for Explosion Protection Systems
This standard is applicable to the functional safety assessment of explosion protection systems in the design, manufacturing, use, maintenance, and testing stages. This article describes the terminology and definitions, evaluation guidelines, evaluation procedures, and documentation of functional safety assessment methods for explosion protection systems used in explosive environments.
05/GB/T 41257-2022 Functional Safety Requirements for Digital Workshops
The implementation of this standard can effectively promote the establishment of the concept of functional safety assurance in digital workshops, comprehensively ensure the functional safety of the entire lifecycle of digital workshops, lead industry development, and drive the safe and high-quality development of China’s manufacturing industry. This standard is applicable to the conceptual stage of functional safety system development and provides guidance on hazard identification and requirement analysis in the application guidelines for functional safety systems.
09/GB/T 41295.2-2022 Functional Safety Application Guidelines Part 2: Design and Implementation
This standard applies to functional safety system development teams (such as manufacturers) to provide normative guidance on developing safety products that meet the corresponding safety integrity capabilities.
10/GB/T 41295.3-2022 Functional Safety Application Guidelines Part 3: Testing and Verification
This standard applies to testing activities during the development, manufacturing, integration, trial operation, or on-site confirmation stages of functional safety systems. Provided guidance and recommendations on testing methods applicable to different SIL.
11/GB/T 41295.4-2022 Functional Safety Application Guidelines Part 4: Management and Maintenance
This standard applies to the management and maintenance activities related to the installation, trial operation, and normal operation of functional safety systems, including the requirements for online monitoring, safety operation management, and general requirements for inspection and testing.
